My uncle has a theory on this phenomenon, that up to a certain age, Santa is a concept and/or cartoon figure, not an actual person, so when the kids meet Santa in real life, it completely freaks them out.
If/when you watch It's a Wonderful Life, keep an eye out for when Tommy puts on his Santa mask and growls at George. Further evidence that some kids think Santa is scary?
